Application Information
There are two parts to the fingerprinting and background check process:

FINGERPRINTING:
Part 1: First, register for fingerprinting ($55.00 one time fee) online with the Maine Department of Public Safety (you’ll be directed to IdentoGO, fill in your zipcode & you’ll be directed to the nearest fingerprinting center, then click “Make Appointment”). If you do not register, you will not be able to have your fingerprints taken. Take your confirmation number (received after registering) and a picture ID (a driver’s license or Maine State ID is preferred) to a Maine-approved fingerprinting site. Fingerprints taken for other purposes and at other places (such as your local police state, military facility, government office, bank) will not be accepted.

CRIMINAL HISTORY RECORDS CHECK (CHRC)
Note: Beginning July 1, 2017, the processing of RENEWAL of criminal history records check for those individuals who have not been continuously employed will require a national criminal history records check in order to be in compliance with State law (20-A MRS §6103) and rules (05-71 Chapter 115 Part 1, Section 3.2).
Individuals that have not been continuously employed (interrupted service) will be required to be re-fingerprinted to renew their criminal history records check.
If an individual believes he/she has been continuously employed and not reported in the NEO staff system, verification of their continuous employment will be necessary. Verification of employment documents should be sent along with the renewal application.

Part 2: Process:
Download and fill out the Initial Educational Approval Application Form (this is the criminal history background check, also called CHRC), provide an explanation to questions to which you answered “yes”:
a) If you answered “yes” to Question 1: for each conviction, attach a brief explanation stating when that conviction was. If further information is requested, you will need to provide attested copies of the Judgment and Commitment papers (including probation conditions). These documents may be obtained from the Clerk of Courts where you were convicted. This includes OUI and negotiating a worthless instrument.
b) If you answered “yes” to Question 2 and/or 3: attach an explanation for each situation.
c) If you answered “yes” on a previous application and there have been no additional convictions, submit a statement to that effect.
Send this completed application it to the Department of Education with a $15.00 non-refundable fee. Make checks payable to: Treasurer, State of Maine.

Note: From the fingerprint cards, state and federal criminal history record checks will be conducted. The results of these checks will be forwarded to the Maine DOE to be used for the issuance or denial of approvals. This information is confidential and cannot be shared with a school system, professional organization such as the Maine Education Association, or anyone else. There will be procedures in place by which an individual may access the information received by the Maine DOE, but no one else may have access to this information. The Maine State Bureau of Identification will retain the fingerprints in an electronic civil file to be used for renewal purposes.
If you have applied for the CHRC approval and if you are eligible, you will receive your approval card from the state.
